The second brochure on the application of the Administrative Procedural and Process-Related Code (APPC) was developed with support of the OSCE Programme Office in Astana to raise legal awareness of state officials on how to work with citizens' appeals. The brochure contains concise information what is an administrative case, why an administrative case is needed, what are the deadlines for considering appeals, how to examine the actual circumstances of an administrative case, how to resolve an applicant’s issue, how to work with regulations, what are the purposes of hearing, what needs to be done after the hearing and how to justify the administrative act.

This report describes the current state of ecosystems and biodiversity in the lower Chu river (Kazakhstan), providing data on climate, flora and vegetation, hydrology, ichthyofauna, and fauna of terrestrial vertebrates, including birds. The report also analyses changes in ecosystems over the past 30 years, reveals their serious degradation, assesses needs and prospects for restoration of valuable biocenoses and improvement of living conditions of the local population.

On 26 October 2018 in Nur-Sultan, the OSCE Programme Office in Nur-Sultan jointly with the Friedrich Ebert Foundation and the Kazakhstan Council on International Relations, with support from the Institute of Diplomacy under the Academy of Public Administration and the Public Opinion Research Institute co-organized an international conference entitled “New Challenges and Approaches to Regional and Global Security in Central Asia”. This compendium, which includes presentations given at the conference by both Kazakhstan’s and foreign participants, explores main regional security threats in Central Asia and ways to address these problems, as well as regional co-operation issues in responding to contemporary challenges. The edition will be of interest to political scientists, international relations experts, civil servants, scholars, educators, university-level students, and broad sections of the public interested in the contemporary development of the region. The edition is published in Russian and English. The paper of Mr. Pal Dunay is written in the English language in the original, the rest of the reports are in Russian. All reports have been translated and edited with the support of the OSCE Program Office in Nur Sultan. Any opinions and recommendations expressed in the materials arising from the conference are those of the authors and do not necessarily reflect the views of the conference organizers.

This handbook focuses on helping journalists to produce new media products by using modern technologies and to easily adapt to the rapid development of the Internet as a news source. It includes an analysis and insights on new media trends such as multimedia outreach, the creation of visual images, longreads, storytelling, fact-checking and data journalism. New formats for business and international journalism, journalism ethics, coverage of conflicts, the importance of multi-ethnic sensitivity as well as journalism security are also elaborated in the handbook. The book is recommended to journalists, media experts, civil servants, scholars, educators, university-level students, and broad sections of the public interested in media development and journalism. It is available in Kazakh and Russian languages.

On 23 October 2015 in Astana, the OSCE Programme Office in Astana jointly with Ministry of Foreign Affairs of Kazakhstan and the Kazakhstan Institute for Strategic Studies held an international conference entitled “Accomplishments and Challenges for the OSCE on the Anniversary of the Helsinki Final Act (1975) and the Astana Summit (2010)”. This compendium, which includes presentations given at the conference by both Kazakhstan’s and foreign participants, explores a broad range of topics related to the OSCE’s main areas of focus, as well as current international security and regional co-operation issues. The edition will be of interest to political scientists, international relations experts, civil servants, scholars, educators, university-level students, and broad sections of the public interested in the contemporary development of the OSCE.

This guide is based on the experience of migrant support centres in the framework of a regional program on labour migration from 2010-2014. It has been prepared with the support of the OSCE Programme Office in Astana in co-operation with the International Organization for Migration (IOM) for experts of governmental bodies and representatives of non-governmental organizations who work in the area of migration and provide information, consultations, legal support and social help to migrants and their family members. The guide is not available in English.

The guidebook on anti-money laundering and countering the financing of terrorism (AML/CFT) developed jointly by experts from the OSCE and the Committee of Financial Monitoring of the Finance Ministry. The guidebook was prepared with the support of the OSCE Programme Office in Astana as a follow-up to its multi-year training activities aimed to build capacity for the banking and non-financial sectors which are subject to regular financial monitoring.
