The OSCE Mission to Bosnia and Herzegovina (the Mission) works to enhance the ability of Bosnia and Herzegovina (BiH) to prevent and respond effectively to security threats emanating from cyberspace in accordance with its commitments as an OSCE participating State. The Mission’s comprehensive approach entails a spectrum of support, ranging from strategic to operational. These efforts involve support to development of a harmonized strategic cybersecurity framework, establishment of Computer Security Incident Response Teams (CSIRTs), and cybersecurity co-operation.

In line with its mandate and relevant OSCE commitments, the OSCE Mission to Bosnia and Herzegovina (the Mission) works closely with institutional partners in developing a better-governed security and defense sector capable of more effectively responding to contemporary and emerging threats and challenges to national and human security. Such Mission support includes assistance in decreasing the risk of accidental explosion, theft and proliferation of weapons, ammunition, and explosives in BiH. It also includes support to ensuring BiH compliance with and timely reporting on OSCE arms control commitments.

The OSCE Mission to Bosnia and Herzegovina developed, and, during the period from October 2019 to March 2022, implemented the project “Quality Education through Curriculum Reform”, funded by the governments of the Kingdom of Norway and the Italian Republic. The Project aimed to support education authorities in answering to an urgent need for change (PISA 2018, TIMSS 2019, and the struggles of online teaching amidst the COVID-19 pandemic) by improving inclusivity and quality of education through reforming curricula in line with the BiH Common Core Curriculum based on Student Learning Outcomes. The OSCE Mission to Bosnia and Herzegovina works on safeguarding the main principles of democratic governance at all levels of authority and ensuring that institutions and governments in Bosnia and Herzegovina adhere to good governance standards to ensure that they are responsive, transparent, effective, representative of and accountable to citizens.

In 2017, the OSCE Mission to Bosnia and Herzegovina began systematically monitoring and assessing the prosecution and adjudication of corruption and organized crime in Bosnia and Herzegovina. Based on this monitoring, the Mission determined that the failure by judicial institutions to repress corruption and organized crime effectively has led to a state of de facto impunity. This remains one of the most salient and pressing issues affecting BiH, as corruption and organized crime threaten long-term stability and prosperity in BiH and the broader region.

The OSCE Mission to Bosnia and Herzegovina addresses environmental challenges by working with the authorities and civil society in a wide range of areas. The Mission’s priorities in this field include improving public access to information and participation in decision-making affecting the environment, strengthening the capacities of the BiH Aarhus Centres and other relevant CSOs, and training justice sector professionals and future lawyers on environmental law. The Mission also supports local-level efforts that strengthen inter-municipal co-operation and directly involve citizens in protecting the environment.

The OSCE Mission to Bosnia and Herzegovina (Mission) monitors and reports on domestic war crimes proceedings to provide an objective and accurate assessment of the capacity and willingness of the judicial system to investigate, prosecute and adjudicate war crimes in an effective, human rights compliant and expedient manner. In addition, the Mission has begun increasing its focus on transitional justice as an essential complement to judicial proceedings. Related Mission programming includes capacity-building, promoting transparency, targeted advocacy and technical support.

According to the 2013 census, women represent around 51 per cent of the population of Bosnia and Herzegovina. However, they are under-represented across society, including in politics. Increasing women’s participation in politics would be beneficial for society as a whole, not only for women. Women’s participation in politics and elections, be it as candidates, voters, or party supporters, is a democratic principle that ensures that their needs are well addressed.
