The Preliminary Research “The gendered impact of corruption in the Albanian health care and tertiary education sectors” is commissioned by the OSCE Presence in Albania under the project framework “Consolidated Action against Corruption in Albania” (2020).This preliminary investigation focuses on the gendered impact of corruption in the health care and tertiary education sectors in Albania by approaching the issue through an intersectional perspective recognizing that women are not a unitary category.

Hate crime victims require access to specialist support services. These services should be victim-centred, needs-based and diversity-sensitive. They should include practical help, emotional and psychosocial support, advice relating to legal and financial issues and community engagement. Such specialist support services for hate crime victims should be free of charge, confidential and form an integral part of a comprehensive hate crime response.

This Best Practice Guide applies exclusively to state-owned stockpiles of conventional ammunition for military, paramilitary, security and police forces of a participating state in accordance with section II and III of the OSCE Document on Stockpiles of Conventional Ammunition (FSC.DOC/1/03, dated 19 November 2003). All other ammunition, such as ammunition in private possession or ammunition used for non-conventional weapons like NBC weapons or other CBRN devices, is excluded. It contains information especially useful for those who are working on establishing national policy and procedures. Consequently the information and recommendations provided may be used as a basis for developing policy guidance, general operational guidelines and procedures on all aspects of ammunition marking, registration and record-keeping.

The curriculum provides a step-by-step description of how to conduct training for police, prosecutors and judges on the sensitive and respectful treatment of hate crime victims. It aims to improve their knowledge and skills on how to respond to and interact with hate crime victims and by doing so, empower victims, prevent re-victimization and build a sense of trust in the criminal justice process. The curriculum has been developed in a modular structure, enabling trainers to integrate relevant modules into various training programmes.
