A Peaceful Presence- The First Five Years of the OSCE Special Monitoring Mission to Ukraine

Deployed in response to an evolving crisis, the Special Monitoring Mission to Ukraine (SMM) faced numerous challenges in its first five years of operation. The OSCE was able to identify a wealth of valuable lessons from the SMM’s rapid deployment and expansion in the wake of the Minsk agreements as well as its use of sophisticated technological monitoring tools, among others. This study examines how the SMM was able to implement its mandate in an increasingly complex security environment, drawing lessons to inform future peace operations, for both the OSCE and the international community at large.
Police Reform in Montenegro 2011-2019- An Assessment and Recommendations for Good Governance in Policing

This report examines police reform in Montenegro between 2011 and 2019, focused on progress made in good governance in policing. This is the fourth assessment of police reform conducted by the OSCE Mission to Montenegro. Previous reports can be found here: “Police Reform in Montenegro 2006-2011: Assess¬ment and Recommendations”; 2001 and 2006. The research for the report was conducted in late summer and autumn of 2019 and as such, does not include developments in 2020, marked by protests, the COVID-19 pandemic and the 2020 parliamentary elections which resulted in the first change of the governing majority in three decades. These events continue to have a strong impact on policing in Montenegro. The findings of the report are based on extensive desk research and interviews with 78 individuals from the Police Directorate and other Montenegrin authorities, as well as from civil society, media, and international organisations. The report notes significant developments in policing, identifies gaps and challenges and provides concrete recommendations for the Ministry of Interior, Police Directorate and other government institutions and the international community, which should form the basis for future constructive discussions.

The Analysis explores the multidimensional approach and complexity of the introduced measures during the pandemic on gender and diversity in North Macedonia. The first chapter provides an overview of the gender analysis of measures adopted by the Government from human rights perspective, while the second chapter focuses on the participation of women and men in the labor market, violence against women, participation of women and men in decision-making in the COVID-19 response, etc. The third chapter presents and analyses the gender gaps created by COVID-19 response, while the final chapter includes proposals for measures to be taken in the post-COVID-19 period. The Analysis was developed by the OSCE Mission to Skopje in partnership with the Centre for Research and Policy Making (CRPM) and the CSOs Radar, Polio Plus, Rural Coalition, and the National Network to End Violence against Women and Domestic Violence.
