The OSCE Guidebook on “The Role of Civil Society in Preventing and Countering Violent Extremism and Radicalization that Lead to Terrorism: A focus on South-Eastern Europe” is the first in a series of resources produced by the Transnational Threat Department/ Action against Terrorism Unit. This volume provides practical guidance and helpful background for both policy makers and practitioners who are working to advance civil-society-led P/CVERLT initiatives in the South-Eastern Europe region. The guidebook, “A Whole-of-Society Approach to Preventing and Countering Violent Extremism and Radicalization That Lead to Terrorism:- A Guidebook for Central Asia”, which focuses on the challenges in developing and implementing effective programmes to prevent and counter VERLT in that region, was published in January 2020.

This report provides a comprehensive overview of all police-related projects, activities and events, which draw on the combined strength of the OSCE’s Institutions and its network of field operations, often cutting across the OSCE’s three security dimensions.

The report provides an overview of the current status of voluntary returns in Kosovo, including internally displaced persons and persons displaced in the region. It covers the period from January 2015 to December 2018 and provides updates to the OSCE 2014 report on voluntary returns.

This handbook was created to provide guidance to law enforcement and security actors, including policymakers, on how to better understand gender dynamics in VERLT. The publication aims at supporting and increasing gender-sensitive responses and policies, and reflects the OSCE’s commitment to gender mainstreaming as an integral part of preventing and countering VERLT.

The Organization for Security and Co-operation in Europe (OSCE) is comprised of 57 participating States that have differing experiences in dealing with migration flows, levels of government responsible for migrant integration policies, main countries of immigrant origin, and benefits and challenges associated with migration. Successful migrant integration is key to maximizing the strength, vitality and innovation that migrant populations bring to local communities, thus benefitting society at large. In reality, much of the migrant integration process occurs at the local level. Migrants meet and interact with others, use public services, work, open businesses and study in their new local communities.

Coalition building is about individual organizations amplifying their voices by working together. Anti-Semitism, intolerance and discrimination are deeply embedded across the OSCE region and addressing them requires the combined efforts of many communities and organizations. It cannot be accomplished in any large measure by just one group acting on its own. By bringing together groups with different skills, experiences, resources and connections, coalitions can be a powerful ways to bring about large-scale, enduring changes to address issues of discrimination. ODIHR’s new guide offers community leaders and civil society organizations in the OSCE region a human rights-based approach and practical basis for building successful coalitions aimed at addressing discrimination and fostering more tolerant and peaceful societies. By providing multiple resources and good practices, tips for gender mainstreaming and step-by-step instructions, this guide serves as a starting point not only for civil society organizations and communities setting out to create successful coalitions that strengthen responses to intolerance and discrimination, but for all members of civil society who wish to create coalitions to advance their goals.
