Recommendations on enhancing efforts to identify and mitigate risks of trafficking in human beings online as a result of the humanitarian crisis in Ukraine

Unprecedented numbers of persons seeking refuge have arrived in many OSCE participating States fleeing from immediate danger in Ukraine. Following up on the previous set of policy recommendations on the need to enhance anti-trafficking prevention in humanitarian crises, the Office of the OSCE Special Representative and Coordinator (OSR/CTHB) published a new set of recommendations, looking specifically at ways to address the risks of online exploitation in this context. Already before this crisis, the trafficking business model had largely shifted online, particularly for the recruitment and advertisement of victims of sexual exploitation. Such a shift requires urgent attention to the online aspects of trafficking. The OSR/CTHB publishes actionable recommendations tailored to cyber and THB police, technology companies, and NGOs working to prevent and combat online exploitation.
