The present Preliminary Joint Opinion was prepared on the basis of contributions from rapporteurs of the Council of Europe's Venice Commission and OSCE/ODIHR experts following a request from the Acting Chairperson of the Committee on Constitutional Legislation, State Structures and Regulations of the Jogorku Kenesh (Parliament) of the Kyrgyz Republic received by OSCE/ODIHR in August 2016. The Venice Commission endorsed this opinion at its 108th Plenary Session on 14-15 October 2016.
