OSCE supports train-the-trainer course for law enforcement agencies on countering cybercrime in Kazakhstan
An OSCE-supported five-day train-the-trainer course on countering cybercrime for representatives of Kazakhstan’s law enforcement agencies concluded on 13 October 2017 in Almaty.
The event was co-organized by the OSCE Programme Office in Astana, the United States Embassy in Kazakhstan and the Central Asian Regional Information Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs, Psychotropic Substances and their Precursors (CARICC). Some 12 officials from the Interior Ministry, the Prosecutor General’s Office and its Law Enforcement Academy and the State Revenues Committee of the Ministry of Finance attended the course.
Participants were trained to teach the Basic Investigation of Computers and Electronic Crimes Program by experts from the United States.
The entry-level course is for law enforcement personnel who process electronic evidence or investigate cybercrimes. Participants went through the fundamentals of computer hardware, networks, countering hacking techniques, information security, internet resources and the handling of electronic evidence. They also learned how to develop effective training plans and how to better deliver materials to the participants.
The trainers will prepare law enforcement personnel to act as first responders to a variety of cybercrimes. The course materials that the new instructors will be using in their training were designed for participants who do not need any prior skills beyond basic computer experience and internet familiarity.
The training seminar is part of the OSCE Programme Office in Astana’s activities to combat transnational threats, money laundering, and financing of terrorism and prevent the abuse of the internet for criminal purposes.
