Devolved-Administration Elections, 1 May 2003, United Kingdom
- ODIHR received an invitation from the United Kingdom Delegation to the OSCE to observe the elections to the devolved administrations of Northern Ireland, Scotland and Wales, scheduled for 1 May 2003. In response, ODIHR deployed a small, short-term observation mission.

Referendum in Chechnya, 23 March 2003, Russia
- Following an invitation from the Election Commission and the Head of Administration of the Chechen Republic to observe the referendum on the draft constitution and election laws, a joint assessment mission comprising of OSCE/ODIHR and the Council of Europe’s Secretariat visited the Russian Federation, including the Chechen Republic, from 26 February to 3 March 2003.

Presidential Election, 19 February and 5 March 2003, Armenia
- In response to an invitation from Armenia's Foreign Ministry, ODIHR deployed an election observation mission on 15 January to monitor both rounds of the presidential election on 19 February and 5 March.

Parliamentary Elections, 2 March 2003, Estonia
- Following an invitation from the Permanent Mission of the Republic of Estonia to the OSCE to observe the 2 March parliamentary elections, the OSCE/ODIHR undertook a Needs Assessment Mission (NAM) to Estonia between 2-5 February. The NAM concluded that the deployment of an election observation mission cannot be justified.
