Prosecuting Hate Crimes: Consultation Meeting and Pilot Training

ODIHR's Tolerance and Non-Discrimination Department is organizing a two-day event on hate crimes with more than 20 prosecutors from across the OSCE region. The event will include consultations on the final draft of its publication, Prosecuting Hate Crimes: A Practical Guide, as well as the piloting of the accompanying training programme.
OSCE participating States have committed to combat hate crimes, including the capacity building of actors in the criminal justice system.
To complement its Training Against Hate Crime for Law Enforcement (TAHCLE) programme, ODIHR has developed a new guidebook designed primarily for prosecutors, but also for use by investigators, police, judges and advocates, on the key aspects of a criminal hate crime case. The publication serves as the basis of a new training programme for prosecutors that, like TAHCLE, can be implemented in and specifically tailored for participating States.
