Online launch of ODIHR’s 2022 Background Paper on the Death Penalty in the OSCE Area

OSCE participating States have committed to exchange information on the question of the abolition of the death penalty and to provide information on the use of the death penalty to the public. Where the death penalty is still in use, participating States have agreed that it can be imposed only for the most serious crimes and only in line with international commitments. OSCE participating States have also made a number of other commitments relevant to the application of the death penalty, such as ensuring the right to life, the right to a fair trial and the absolute prohibition of torture and other cruel, inhuman or degrading treatment or punishment.
In accordance with these commitments and its mandate, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) monitors trends and new developments regarding human rights standards and practices among OSCE participating States related to the death penalty. The findings are presented each year in the Background Paper on the Death Penalty in the OSCE Area. The thematic chapter of this year’s background paper focuses on the work and experiences of lawyers in capital punishment cases inside and outside the OSCE region. It is based on desk research and on online consultations undertaken among defence lawyers, with the assistance of the International Bar Association’s Human Rights Institute (IBAHRI).

To launch the 2022 background paper, ODIHR will host a webinar on 5 December 2022.
After the presentation of the 2022 Background Paper on the Death Penalty in the OSCE Area, a panel discussion will focus on the role of capital defence lawyers. The speakers are Sandra Babcock, Faculty Director and Founder, Cornell Center on the Death Penalty Worldwide, Emily Olson-Gault, Director, American Bar Association Death Penalty Representation Project, Shreya Rastogi, Founding Member, Project 39A and Rajiv Narayan, Executive Director, International Commission against the Death Penalty.
The webinar will be held in English. ENG-RUS interpretation will be available.
The webinar is open to the public and intended for any person interested on the topic of torture prevention in the context of freedom of peaceful assemblies.
