OSCE delegation visits Federal Republic of Yugoslavia
At the invitation of the Federal Republic of Yugoslavia (FRY), an OSCE delegation visited FRY after tensions rose following municipal elections. Authorities had annulled results in some municipalities, and in Belgrade, where opposition candidates had won.
In the Portuguese capital, Heads of State adopted the Lisbon Declaration on a Common and Comprehensive Security Model for Europe for the Twenty-First Century, outlining security challenges and possibilities for co-operative approaches to meeting them.
From 4 to 22 November, representatives of Heads of State or Government met to prepare the Vienna Summit Document and to review implementation of commitments in the human, politico-military and economic and environmental dimensions.
Experts discuss sustainable environmental development in the Aral Sea region

Letter by the High Commissioner on National Minorities to Croatia
