Daily and spot reports from the Special Monitoring Mission to Ukraine

Compared with the previous reporting period, between the evenings of 17 and 18 May, the Mission recorded fewer ceasefire violations in Donetsk and Luhansk regions. Between the evenings of 18 and 19 May, the SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous 24 hours. Explosions occur close to the SMM near the Zolote disengagement area. The SMM recorded ceasefire violations inside the Zolote disengagement area. The SMM observed damage caused by small-arms fire in residential houses in Zolote-5/Mykhailivka and fresh craters in Pervomaisk. The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to and the operation of critical civilian infrastructure. Restrictions of the SMM’s access continued in all three disengagement areas. The Mission’s freedom of movement was also restricted at checkpoints in non-government-controlled Staromykhailivka, Verkhnoshyrokivske and Donetsk city, as well as at a heavy weapons holding area in a government-controlled area...

Compared with the previous reporting period, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to civilian infrastructure and damaged houses, as well as to enable demining activities at cemeteries in government-controlled areas of Luhansk region. It also continued to facilitate the operation of the Donetsk Filtration Station and monitor the security situation around the pumping station near Vasylivka. Restrictions of the Mission’s access continued in all three disengagement areas. The SMM was also denied access at a border crossing point near Voznesenivka, a non-government-controlled area of Luhansk region near the border with the Russian Federation.* In Odessa, the SMM monitored three gatherings to commemorate those who lost their lives during the events of 2 May 2014...

Compared with the previous reporting period, the SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions. The SMM followed up on reports of a woman injured due to shelling in Staromykhailivka on 8 April and the death of a member of State Emergency Services near Maiorsk on 9 April. The Mission saw fresh damage from shelling in Zolote-3/Stakhanovets and fresh impact craters near populated areas in Orlivka. Shots were fired close to the Mission near a compound of the armed formations in Smile on 11 April. The SMM recorded a ceasefire violation inside the Zolote disengagement area. The Mission saw weapons in violation of withdrawal lines in non-government-controlled areas near Zernove, Michurine, Smile and Starolaspa. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to essential civilian infrastructure on both sides of the contact line. It heard ceasefire violations while monitoring adherence to the ceasefire to enable repairs to a water pipe near Kruta Balka. Restrictions of the SMM’s access continued in all three disengagement areas and elsewhere. The Mission was also denied access at two heavy weapons holding areas in non-government areas of Donetsk region, at a compound near Smile and near Izvaryne close to the border with the Russian Federation...

The SMM recorded a similar number of ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous reporting period. The SMM observed military-type presence in the Zolote disengagement area. The SMM’s access remained restricted in all three disengagement areas as well as near Verkhnoshyrokivske and again near Novoazovsk, near the border with the Russian Federation.* The SMM observed weapons in violation of withdrawal lines in non-government-controlled areas of Luhansk region. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to houses and essential civilian infrastructure on both sides of the contact line, as well as to enable demining near Nyzhnoteple. The SMM followed up on reports of vandalism to crosses commemorating Polish prisoners in Kolomiya during World War I. In Kyiv, the Mission followed up on an attack on St. Andrew’s Church and a ceremony in honour of political prisoners. The SMM observed the first meeting of the temporary parliamentary commission charged with investigating the death of Kateryna Handziuk. In Kherson, the SMM observed a court hearing related to the detained Mekhanik Pogodin tanker.

The SMM recorded fewer ceasefire violations in Donetsk region and a similar number of ceasefire violations in Luhansk region between the evenings of 31 August and 1 September, compared with the previous reporting period. Between the evenings of 1 and 2 September, the Mission recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. In Donetsk city, the SMM saw a gathering relating to the reported death of Aleksandr Zakharchenko and at least one hundred members of the armed formations securing the area. The SMM recorded a ceasefire violation inside the Stanytsia Luhanska disengagement area. The Mission’s access remained restricted in the disengagement area as well as near Yasynuvata.* The SMM observed a weapon in violation of withdrawal lines near Ozarianivka. The Mission observed anti-tank mines near Popasna. The SMM saw that the entry-exit checkpoint near Stanytsia Luhanska was closed and observed that checkpoints in non-government-controlled areas of Donetsk region had been re-opened. The Mission continued to facilitate the operation of the Donetsk Filtration Station. The SMM’s observations were limited during the reporting period for security considerations.

The SMM recorded fewer ceasefire violations in Donetsk region compared with the previous reporting period and a similar number of ceasefire violations in Luhansk region compared with the previous reporting period. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote disengagement area. Its access remained restricted in all three disengagement areas as well as, again, in Zaichenko in southern Donetsk region and at a border crossing point near Izvaryne, near the border with the Russian Federation.*

The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions, compared with the previous 24 hours. The Mission followed up on reports of a civilian casualty in Trokhizbenka. It observed fresh damage caused by shelling in a residential area of Pikuzy. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Zolote disengagement area. The Mission’s access remained restricted in all three disengagement areas as well as in Zaichenko and at a heavy weapons holding area in a non-government-controlled area of Donetsk region. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as a water pumping station in Artema and a water pipeline in Stanytsia Luhanska.
