Human rights training for law enforcement bodies of Rasht Valley in Tajikistan completed

DUSHANBE, 2 July 2002 - The OSCE Mission to Tajikistan and the Tajik Government have completed a series of training seminars on "Human Rights and Citizens' Rights during Arrest, Detention and Pre-trial Investigation" for law enforcement personnel in the Rasht Valley, one of the most remote areas of the country. The last training took place between 25 and 28 June and was devoted to the UN International Day in Support of Victims of Torture.
The training was part of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) Project "Human Rights Training for Law Enforcement Personnel of the Republic of Tajikistan", which started with a series of training seminars in the Northern Sughd Province between November 2001 and March 2002.
The training continued until the end of June in Rasht Valley, where the Mission organized 4 seminars for more than 130 people representing the prosecutor's office, interior affairs departments, courts, independent advocates, local government, NGOs and media from all districts of the Valley (Gharm, Darband, Tajikabad, Jirgital, Laysht).
The training focused on increasing the knowledge of law enforcement personnel about rights of detainees, on contributing to the promotion of human rights by enabling the district's law enforcement bodies to monitor, protect and advocate human rights and on diminishing the abuse of human rights by law enforcement personnel in the long term.
During the seminars participants received special materials and brochures, in both Russian and Tajik, containing the main international legal instruments in the field of human rights and the prevention of torture.
The seminars were jointly organized by the OSCE Mission to Tajikistan and its Gharm Field Office, ODIHR, the Governmental Commission on providing the implementation of international obligations in the field of human rights and the General Prosecutor's Office.
