Tajikistan conference focuses on Report on International Covenant on Civil and Political Rights

DUSHANBE, 18 April 2001 - Tajik authorities and NGOs attended a conference in Tajikistan recently which focussed on the preparation of a Report on International Covenant on Civil and Political Rights.
The conference was organized by the Organization for Security and Co-operation in Europe (OSCE), Mission to Tajikistan, in co-operation with the Ministry of Justice of the Republic of Tajikistan, in the framework of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) project on legislative assistance to Tajikistan. Those attending included representatives of the OSCE/ODIHR, international experts as well as the representatives of the Tajik authorities and NGOs.
The aim was to assist the Tajik authorities and NGOs in the preparation and submission of the report to the United Nations Committee.
At present, Tajikistan is a party to the main United Nations international human rights treaties, including the International Covenant on Civil and Political Rights and Optional Protocol, the International Covenant on Economic, Social and Culture Rights, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment, the Convention on the Rights of the Child (CRC). But until now, Tajikistan has only presented a report on the Convention of Rights of the Child.
During this conference, the international experts informed about the history and general provisions of the International Covenant on Civil and Political Rights, its monitoring procedure and principles of functioning the United Nations Human Rights Committee, the main guidelines and requirements of reporting to that Committee.
The Tajik authorities and NGOs shared their experience in drafting reports (national and alternative) to the United Nations Committee on the Rights of the Child.
During the discussion the participants expressed the common willingness to prepare a comprehensive report on the International Covenant on Civil and Political Rights, which meets the requirements of the Human Rights Committee. They also stressed the necessity to co-ordinate activities of all parties concerned in this process.
As a result of the Conference, the participants adopted recommendations to the Government of the Republic of Tajikistan pointing to the necessity to form the Commission on the implementation of its international obligations in the field of human rights. The Commission may comprise the representatives of the ministries and state departments, legislative and judicial branches of powers of Tajikistan, and should conduct its activity with possible transparency for civil society, in particular NGOs.
