OSCE Mission organizes training programme for trial observers in Skopje

SKOPJE, 21 May 2003 - More than 60 advocates, lawyers, law students and human rights activists will join a training programme in the former Yugoslav Republic of Macedonia on the background and the techniques of trial observation.
The training seminar for future trial observers, to be held in the city of Ohrid from 22 to 25 May, is being organized by the OSCE Spillover Monitor Mission to Skopje in co-operation with the non-governmental organization (NGO) Transparency International. The Canadian International Development Agency (CIDA) supports the programme financially.
The training, provided by international and domestic experts, is one of the activities in the frame of comprehensive programme run by the Rule of Law Unit of the OSCE mission. The goal of the programme is to restore public confidence in the legal system and the judiciary, highlighting areas where legal reform is needed and increasing the respect of fair trial guarantees in domestic courts, thereby contributing to the long-term peace and stability of the country.
A Trial Observation Manual and Observation Questionnaires have been developed by a group of domestic experts especially for the purpose of trial observation in the country. These materials will be used by the participants during the training and afterwards for trial observation.
A first training session has already taken place in Ohrid from 15 to 18 May for 50 participants. Eventually, a total of more than 100 observers will be able to attend trial hearings all over the country in teams of two observers. The official start of trial observation will be announced after the registration procedure of the newly established NGO coalition, "All for Fair Trials", has been competed.
