OSCE Mission to Skopje supports external oversight of law enforcement to protect human rights

SKOPJE, 26 February 2008 - Promoting the implementation of a mechanism for external oversight of law enforcement is the focus of a conference that started in Skopje today.
The proposed mechanism would ensure effective investigation of allegations of misconduct by law enforcement officials, especially those cases resulting in serious human rights violations. It was developed through consultations, supported by the OSCE Mission to Skopje, among local experts, state institutions, the Public Prosecutor's Office, the Ombudsman's Office and the civil sector.
"The Mission supports the country's efforts to enhance the rule of law and implement judicial reform, which would consequently enable the country to comply with its international obligations and European best practices," said Donald Bisson, Head of the Rule of Law Department at the OSCE Mission to Skopje.
The proposed mechanism is based on three pillars - an enhanced role of the Public Prosecutor's Office, a strengthened role of the Ombudsman's Office, and creation of an Independent Commission for oversight of the law-enforcement bodies.
Uranija Pirovska, Ombudsman's Office Spokesperson, added: "The implementation of the proposed mechanism represents a step forward in improving the human rights situation in the country and in the development of effective and sustainable rule of law mechanisms."
The Mission provided the required expertise and logistical support for the domestic stakeholders throughout the development process, initiated in December 2006.
