OSCE Mission to Skopje supports strengthening of independent judiciary in the country

SKOPJE, 28 December 2005 - Increasing the transparency and independence of the judicial system was the goal of an OSCE-sponsored workshop that ended in Skopje.
Thirty-five participants, including the presidents of the Supreme, Appellate and Basic Courts, as well as members of the Judicial Council and Justice Ministry, took part in the event. It was part of the 'Transparency and Access to Information - Model for Independent Judiciary' project, initiated by the Council for Prevention of Juvenile Delinquency, and supported by the OSCE Spillover Monitor Mission to Skopje and the Justice Ministry.
"Clearly defining the role that the court president plays in assigning cases, managing the workload of the judges and in the preparation of the court budget is important for the efficient running of the courts," said Donald Bisson, the Senior Judicial Reform Officer of the OSCE Mission.
"Making sure that this information is then shared with all of the judges and the public will add to the transparency necessary to strengthen the public trust and confidence in the judicial system".
The discussion also focused on the role of the court president in case management, administration of the court, and the preparation of the court budget, as well as on the need of an operational programme and ways court presidents are chosen.
An analytical report, based on the discussion results, will be prepared and the recommendations will be given to the Ministry and the Judicial Council.
