OSCE Belgrade Mission Head calls for a Human Rights culture

BELGRADE, 9 December 2003 - South-eastern European states should live up to the human rights norms to which they are committed to, according to the Head of the OSCE Mission to Serbia and Montenegro, Ambassador Maurizio Massari.
In an article to be published in tomorrow's Belgrade daily, Blic, Ambassador Massari calls for the development of a human rights culture in the region.
The article, marking International Human Rights Day, outlines the multi-dimensional development of human rights from Lockean eighteenth century enlightenment principles through to today.
"In their efforts to integrate into the Euro-Atlantic community, south-eastern European states need to responsibly embrace the international human rights commitments they have signed up to," Ambassador Massari says in the article.
To celebrate the International Day of Human Rights, Ambassador Massari will tomorrow give a lecture on the theme at the Law Faculty in Novi Sad.
The OSCE Mission will also provide financial assistance to the faculty of engineering in Novi Sad to install specialized internet and telephone services for visually impaired students.
The Mission has also agreed to financially support the development of the existing SOS Human Rights telephone line, provided by the Ministry of Human Rights and National Minorities.
"The SOS line is a very valuable service for vulnerable and minority groups living in Serbia and Montenegro. This telephone line acts as an important Human Rights information link for everyone. Anyone can contact the Human Rights SOS line in order to learns about their rights as citizens, as well as the responsibility of the state towards citizens," said Ambassador Massari.
The OSCE Mission, together with the European Commission delegation, the United Nations Office of the High Commissioner for Human Rights, the NGO "Group 484" and other international and national organizations will celebrate the International Human Rights Day tomorrow evening with a reception and a photo exhibition.
Media representatives are invited to attend the hand-over of financial support to the Faculty of Engineering, Novi Sad, at 13:00 on Wednesday, 10 December, and also to the lecture on Human Rights by Ambassador Massari in the Faculty of Law, Novi Sad, at 15:30 the same day.
They are also invited to the reception to celebrate International Human Rights Day between 19:00 and 21:00 on Wednesday, 10 December, Studentski Kulturni Centar, Kralja Milana 48, Belgrade.
