This new OSCE-publication covers the problem of youth and football violence in Serbia. It's making was supported by the Police Academy and the Interior Ministry of Serbia. It is based on a survey conducted in 25 secondary schools throughout Serbia on a sample of 3662 pupils. The survey addressed issues of football hooliganism, awareness of young people, involvement in fan groups, delinquent behaviour, alcohol and drugs abuse, and linkages to racism. This publication is produced only in Serbian. The English version is a courtesy translation.

Organizing elections and referenda is indisputably a challenging task. Bodies in charge of administering elections and referenda (EMBs) have the demanding function of ensuring that many complex election- and referenda-related processes are managed efficiently, impartially and transparently. The work of the EMBs has a direct impact on the quality and integrity of electoral and referendum processes and is one of the keys to ensuring the rights of voters and contestants. The EMBs are therefore one of the main guardians of democratic elections, and their activities are central to fostering public confidence.

This report presents a baseline assessment of environmental governance, taking into consideration an analysis of legal framework, institutional capacities, and technical expertise. The assessment was conducted from October 2022 to January 2023, by reviewing legal framework and literature, and interviews conducted with 25 institutions, and the validation of the findings in a technical consultation workshop with the participation of 40 attendees, representing compliance and management agencies, police, prosecution, civil society, media and academia. The publication aims at clarifying the procedural legal concept of shifting the burden of proof, its meaning and scope, as well as all open issues during practical implementation of the proceedings before the Commission for Prevention and Protection against Discrimination and the national court, to ensure effective application of the Law on Prevention and Protection against Discrimination. It also focuses on helping legal practitioners in acquiring knowledge and skills in the area of equality law and the principle on non-discrimination, thus examples from the Court of Justice of the European Union and the European Court of Human Rights, as well as comparative practices from European countries, are widely used.
