Publications

This volume is arranged thematically according to the main issues related to the human dimension. It is intended for use by government officials and civil society organizations, academics, students, and practitioners alike.

The publication aims at clarifying the procedural legal concept of shifting the burden of proof, its meaning and scope, as well as all open issues during practical implementation of the proceedings before the Commission for Prevention and Protection against Discrimination and the national court, to ensure effective application of the Law on Prevention and Protection against Discrimination. It also focuses on helping legal practitioners in acquiring knowledge and skills in the area of equality law and the principle on non-discrimination, thus examples from the Court of Justice of the European Union and the European Court of Human Rights, as well as comparative practices from European countries, are widely used.

The report provides information about police-related activities of the SPMU and other thematic units in the Secretariat, as well as an overview of the activities undertaken by the OSCE field operations in support of their respective host-State governments

This report examines the situation of the Kosovo Croat community in Viti/Vitina municipality. It documents violations of property rights, a precarious socio-economic situation, persistent security concerns and a lack of participation in public affairs.

The Annual Report of the Secretary General on Police-Related Activities in 2013, submitted in accordance with Decision 9, paragraph 6, of the 2001 Bucharest Ministerial Council Meeting, provides an overview of the police-related programmes and projects, implemented by the OSCE executive structures, including the thematic units in the Secretariat, the Institutions and the field operations, during 2013.

The Annual Report of the Secretary General on Police-Related Activities in 2012, submitted in accordance with Decision 9, paragraph 6, of the 2001 Bucharest Ministerial Council Meeting, provides an overview of the police-related programmes and projects, implemented by the OSCE executive structures, including the thematic units in the Secretariat, the Institutions and the field operations, during 2012.

This 2012 report was produced following the implementation of two projects called Addressing Human Rights in Closed Facilities in Kyrgyzstan through Nationally Owned Human Rights Mechanisms and Increasing Police Accountability with the Introduction of Civil Society Monitoring Mechanisms, which were supported by the OSCE Centre in Bishkek, as well as the Freedom House Project on Strengthening Human Rights in Kyrgyzstan, and financed by the United States Agency for International Development (USAID). The report is meant for public institutions, nongovernmental organizations, human rights defenders and other individuals who are interested in respect for human rights and fundamental freedoms and conditions in temporary detention facilities and reception centres under the Ministry of Interior and in pre-trial and remand places of detention under the jurisdiction of the State Service for the Execution of Punishments.

The aim of the publication is to present a comprehensive overview of the situation regarding crime victims from a national (i.e., Serbian) and an international perspective by covering theoretical victimology and the actual situation in various sectors over different periods in recent history.
