Journalism is an important profession. It can be seen as a skill, a talent or even a passion; a passion to tell the truth, to inform, to reach others, to communicate news using any means necessary. So why is this passion, this profession so fiercely attacked, challenged and perceived as controversial?

This publication has been developed by the Technical Working Group on Self-Regulation and supported by the OSCE Mission to Montenegro. In order to help solve the challenge of responsible reporting on hate speech, the Manual offers answers to the questions 1) how to detect hate speech in public space and 2) in what way- which method- to report on hate speech, while respecting the high standards of investigative and professional journalism in the public interest. The publication is available only in Montenegrin.

The book is prepared with the support of OSCE Mission to Skopje extended to the Institute of Journalism, Media and Communications, within the Faculty of Law „Iustinianus I“ within „Ss. Cyril and Methodius„ University in Skopje. It is intended for journalists, journalism students, media and their editors, as well as the general public, dealing with the issues of freedom of expression, hate speech, defamation and insult, as well as the legal framework in the country.

Anti-Roma racism and discrimination against Roma and Sinti communities continues to persist in various forms across the OSCE area. We often witness human rights violations and racist and discriminatory practices that impede the participation of Roma and Sinti in all walks of life.

As with other civil and political rights, the freedom of expression of service personnel is sometimes restricted in an effort to ensure the political neutrality of the armed forces. In certain situations, including operational deployments, special restrictions will be necessary to maintain the security of armed forces personnel.

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.
