The report provides an assessment of freedom of the media in Kosovo, implementation of applicable legal framework which provides for freedom of expression and of the media, access to information, the protection of sources of journalists, professional reporting standards and level of self-censorship/censorship in the media, including intimidation and threats against journalists. It also assesses the work of media institutions in protecting freedom of the media. The report poses two overarching questions: the first asking about challenges and violations of freedom of the media and safety of journalists in Kosovo, and secondly, it explores the responses to violations and challenges to freedom of expression and of media and safety of journalists.

This Manual introduces members and staff of the Assembly of Kosovo committees to the new practice of conducting budget oversight. It provides guidance on how to prepare and conduct a committee oversight exercise on budget expenditure of line ministries. Following this introduction, chapter 2 introduces the budget cycle in Kosovo and describes the role of the AoK in this process. It proceeds to explain the rationale for functional committees engaging in budget oversight. Chapter 3 provides practical advice and step-by-step guidance through a budget oversight exercise. The manual was developed based on the successful budget oversight exercise by the Committee on Internal Affairs and Security of the Ministry of Interior and the Kosovo Police.

The objective of the “Guide for Social Service Officers in Assisting Victims of Domestic Violence” is to assist social service providers in treating victims and survivors of domestic violence with a victim-centered approach. Social service providers identify incidents of domestic violence, assist the victims and survivors in coping and recovering from the trauma they have experienced, explain the options available to victims and survivors so that they can make an informed decision about what next steps to take. The guide is drafted based on international and domestic standards and policies on prevention of domestic violence.

This report reviews the progress made by the Assembly of Kosovo in developing its relations with civil society. It analyses participation of civil society in the work of the Assembly in a comprehensive manner. It gathers best practices from parliaments in the Western Balkans region and the rest of Europe on three aspects of public participation: the provision by the legislature of actionable information to the public, the existence of institutional mechanisms for facilitating civil society participation, and the application of sound practices of public consultation. The report proceeds to assess the Assembly’s performance against these practices, acknowledging important achievements and identifying key challenges.
