The report on “Illicit Financial Flows: the lifeblood of crime and corruption” provides an overview of the vulnerabilities that permit illicit money to be generated and moved in South-Eastern Europe (specifically in Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia). The report provides analysis on the sources of the problem, as well as on the steps taken in these five countries to address the problem. In addition to reporting approximate monetary values, the report also refers to the impact of IFFs on the economies and societies of the region where possible. Examples of such impacts include depriving the licit economy of resources that are needed for sustainable development; eroding the functioning of criminal justice systems; weakening state institutions; and discouraging the public and private sector from investing in essential infrastructure.

Climate change can impact security in a number of ways. The OSCE raises awareness, facilitates the identification and mapping of potential security risks stemming from climate change, and helps in addressing these risks through participatory approaches. The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA), in partnership with the Berlin-based think tank adelphi, has embarked in 2021 on a bilateral consultation process on climate change and security between Azerbaijan and Georgia involving stakeholders from governmental bodies, civil society organizations, and academia. This report presents the results of this consultation process with a focus on co-operation opportunities to address the security implications of climate change.

The OCEEA strives to promote a gender perspective in its activities related to water governance and water diplomacy given the gender-specific impacts of water policies and the vast potential of the inclusion of gender in this field for more equitable and effective water management. The OCEEA has developed this guide to gender mainstreaming in water governance in Central Asia for the benefit of water practitioners in the region. Gender mainstreaming in water governance contributes to stability and security as it can lead to more effective policies and can work to reduce social imbalances and tension. When women and men equally decide on how to use water, decisions are better targeted and more representative of the needs of the entire population.

The report is an adapted summary of materials prepared within the programme of measures for the Don river basin. The publication consists of two parts. The first one provides an overview of main water issues, namely the water pollution, groundwater depletion, the impact of climate change on the state of water resources and the aspects related to the armed conflict in the region. The second part summaries suggested measures for improving the state of water resources and presents them as a long and short lists according to the implementation priorities.
