The publication is the updated version of the Reference Manual of the OSCE Economic and Environmental Dimension Commitments, published in 2014. It contains the text of all Economic and Environmental Dimension related documents adopted at Summit and Ministerial Council levels, as well as relevant Permanent Council decisions.

This Practical Guide is intended for customs officials, government officials, policy-makers, experts, the private sector and for all interested and new to the topic of trade and transport facilitation. Chapter 1 discusses the international business environment, international supply chain management principles and transport practices, regulatory procedures and the drive for competitiveness. Also elaborated are trends in transport and trade policy, as well as the need for effective controls. Chapter 2 introduces themes and principles of cross-border facilitation with particular focus on transport facilitation, border crossing management, customs facilitation and procedures as well as regulatory co-operation to mitigate the impact of non-tariff measures. Chapter 3 elaborates on trade costs that impact businesses and the competitiveness of cross-border supply chains. Chapter 4 looks at the three key international instruments and the cross-border facilitation measures they provide.

The Manual represents an important step in supporting the functioning of local gender equality commissions as well as designated focal points for gender equality in the administration. The Manual includes various ways to implement the Law on Gender Equality in Bosnia and Herzegovina and the Bosnia and Herzegovina Gender Action Plan adopted for the period from 2013 to 2017.

This Manual introduces members and staff of the Assembly of Kosovo committees to the new practice of conducting budget oversight. It provides guidance on how to prepare and conduct a committee oversight exercise on budget expenditure of line ministries. Following this introduction, chapter 2 introduces the budget cycle in Kosovo and describes the role of the AoK in this process. It proceeds to explain the rationale for functional committees engaging in budget oversight. Chapter 3 provides practical advice and step-by-step guidance through a budget oversight exercise. The manual was developed based on the successful budget oversight exercise by the Committee on Internal Affairs and Security of the Ministry of Interior and the Kosovo Police.

This publication is an instrumental guide into radioactive materials, procedures of their identification and security measures. It is aimed at environmental inspectors, customs personnel, border guards. Its small format will allow the officials to have it at hand while performing load checks at the border crossings. It is not available in English.

The Guidebook on Standards for Drafting Cultural Heritage Management Plans is an outcome of intensive co-operation of the OSCE Mission in Kosovo with international experts and local stakeholders in the field of cultural heritage. Management plans are key instruments for the proper management of heritage sites, for their protection, presentation and their sustainable development. The Guidebook aims to contribute to the understanding of how a management plan functions, the principles that need to be taken into consideration during the drafting process, and an overview of instruments for drafting such a plan. The Guidebook is addressed to all stakeholders involved in the management of a heritage site, including the general public, and aims to contribute to a sustainable, human-rights based and long-lasting protection of cultural heritage in Kosovo.

This manual is intended to provide an introduction to the broad areas of knowledge, skills, and techniques necessary to conduct field investigations into war crimes, crimes against humanity and genocide. It is aimed at prosecutors, investigators and other investigation staff; all those whose duties bring them into contact with criminal investigations of this nature.
