This second revised edition of the procurement guidance is a key document facilitating the implementation of anti-trafficking measures in OSCE’s own procurement across its executive structures and aligning the OSCE’s mandates with its processes. The guidance aims to support procurement and anti-trafficking staff in the OSCE with the background knowledge to implement anti-trafficking measures in procurement activities alongside training workshops, procurement risk analyses, and local action plans. Preventing trafficking and labour exploitation in supply chains is no easy task. By following these steps, the OSCE is developing further expertise and is supporting OSCE participating States and the international community in their ongoing efforts to prevent trafficking for forced labour in their supply chains.

The purpose of this Guide is to provide a comprehensive overview of the state of affairs of cyber security in the Republic of Serbia, focusing on the normative and strategic framework established thus far.

This handbook aims to provide guidance for the police in facilitating the right to assemble peacefully. The handbook has been written primarily for police officers working in the OSCE area who have command responsibilities, at any level, for the policing of public assemblies. The handbook outlines key steps and principles for careful police work with assemblies through considered and proportionate policing, having at its core the aim of facilitating the right to peaceful assembly. It provides guidance for the successful policing of assemblies based on the requirements of international human rights law and established good practice from across the OSCE area. Although the focus of the handbook is on “assemblies”, the guidance and recommended practices are also applicable to other types of gatherings (e.g., state occasions, sporting events).

This tool addresses the gender aspects and challenges of a relatively new phenomenon: the privatisation of security on a global scale. Also available in French and Russian.

Published in co-operation with a number of civil society organizations, active in the human rights arena, this guide calls the public’s attention to the issue of discrimination in the country. Issues were identified in the socio-cultural context, the legal framework and the institutions. The programme “Macedonia without Discrimination” was developed based on these findings.

Hate crime victims require access to specialist support services. These services should be victim-centred, needs-based and diversity-sensitive. They should include practical help, emotional and psychosocial support, advice relating to legal and financial issues and community engagement. Such specialist support services for hate crime victims should be free of charge, confidential and form an integral part of a comprehensive hate crime response.

The study is intended for decision makers: for representatives of the relevant state institutions, as support to efforts directed at regulation of the area of information security in Serbia, but also for representatives of the private sector, academic community and civil society interested in this field. The Guide is produced in co-operation with the CSO the Center for Euro-Atlantic Studies, in the scope of the larger project related to security sector reform, implemented by the OSCE Mission to Serbia, and funded by the Swedish International Development Cooperation Agency.
