This practical guide is designed to assist authorities at different levels in improving the management of fishing areas and enforcing the Law on the Protection and Sustainable Use of Fish Stocks. It provides a comprehensive overview of the legal framework for prosecuting illegal fishing activities, highlights best practices for effective fishing area management and outlines mechanisms to ensure compliance with environmental regulations. The guide offers clear procedures for identifying and addressing irregularities, as well as judicial measures for handling violations. Additionally, it contains different case studies and recommendations for strengthening inter-agency co-operation and enhancing co-ordination in the implementation of fish stock protection measures. Acknowledging the fact that the Code of Journalists of Montenegro is the most important normative act of a professional media worker and that its observance is an unquestionable imperative, the OSCE working group, based on principles of the Code, prepared a Manual on effective media reporting during election campaigns. In response to the need for professional and responsible journalism in a particularly sensitive and important period for the democracy of a society- the election period, this Manual aims to offer the media community a comprehensive and systematic text about their possible professional challenges and how to address them during election campaigns. This Manual has been developed by the OSCE Mission to Skopje to support the implementation of the integrity policy in local self-government units, particularly the protection of public interest and prevention and managing of conflict of interests as element of the local government integrity system.

The Methodology for assessing the impact of the budget on gender equality is part of the gender agenda of the Secretariat of the Competitiveness Council (SCC) for 2022 and was developed in co-operation with the OSCE Mission to Montenegro and the competent Ministry of Finance. Adults and children from any cultural, socio-economic, ethnic and religious background can become victims of trafficking in human beings (THB). Victims may have had nurturing families, access to secondary and tertiary education or professional careers before being trafficked, but understanding any pre-existing vulnerabilities should also give a better understanding of the categories of people most often targeted by traffickers.

The advancement of gender equality aims to ensure equal rights and opportunities for women and men, as well as the just distribution of power and resources. Gender equality should enable both women and men to shape politics, and it is increasingly accepted that politics and decision-making processes should embrace the participation and contribution of the people they affect. To secure truly transformative change towards gender equality, there is now an urgent need to engage male politicians meaningfully in gender equality work, forging more just and equitable political institutions that work for all.
