Visa regimes are not designed to disincentivize the entry of foreign nationals, but to enable states to assess the possible risks of allowing foreign citizens in, before their arrival at the border. By examining visa and visa-free regulations, states are better able to identify the levels at which cross-border mobility is facilitated in the OSCE region and ways in which OSCE participating States have liberalized visa regimes- bilaterally or multilaterally.

Hate-motivated incidents are often violent manifestations of intolerance which instil fear and divide communities. Tackling underlying prejudice is essential in combating the spread of these divisive actions. The OSCE Mission to Bosnia and Herzegovina supports the work of government institutions, the criminal justice system, local authorities and civil society to effectively respond to these incidents. The 'Hate Monitor' provides a monthly update on incidents and responses throughout Bosnia and Herzegovina.
