The recommendations on streamlining the notion of the online medium, as spelt in the Law of the Republic of Kazakhstan of 23 July 1999 No 451-1 “On Media” in line with international standards in the sphere of freedom of expression suggest providing in the national legal framework a number of criteria which help identify media resources from any other non-journalistic resources. The expert also suggests reference to the principle of net neutrality for the comprehension of the new notion of the media, as well as establishing varying types of regulation for the ‘press’ and audiovisual media (online). The final legal review of draft law of the Republic of Kazakhstan On Amendments and Addenda to Some Legal Acts of the Republic of Kazakhstan on Issues of Information and Communications concluded that to a considerable extent the suggested legal instruments are in compliance with the standards and requirements of international law and legal practice of the OSCE participating States; and the amendments will not the legal framework of the freedom of expression in Kazakhstan. However the expert pointed to a misbalance of provisions of the draft law, which establishes additional obligations for journalists without providing them with relevant rights; equally, while some new provisions of the draft make it compatible with international legal and current professional standards, a multitude of exceptions and redactions to the established possibilities, rights, and freedoms largely impair their potential. Hate-motivated incidents are often violent manifestations of intolerance which instil fear and divide communities. Tackling underlying prejudice is essential in combating the spread of these divisive actions. The OSCE Mission to Bosnia and Herzegovina supports the work of government institutions, the criminal justice system, local authorities and civil society to effectively respond to these incidents. The Hate Monitor provides a monthly update on incidents and responses throughout Bosnia and Herzegovina.

The research provides opinions of local civil society organizations on the implementation of anti-corruption reform at the local and regional level. The study provides the basis for recommendation for tailored support of local anti-corruption initiatives. The document is available in Ukrainian only.

This monitoring focuses on evaluating and forecasting the legislation by means of identifying contradictions in the legislation, obsolete, corruption-generating and ineffectively implemented statutes, as well as the drafting of proposals on improving the legislation and mechanisms of its implementation by units of the local police service. This edition was published with the financial support of the OSCE Programme Office in Nur-Sultan as part of the project entitled “Social Monitoring of the Legislation and Law Enforcement Practices of the Local Police Service in the Area of Preventing Domestic Violence in the Republic of Kazakhstan”.
