The Permanent Council adopted Decision No. 1413 on the approval of the 2021 Unified Budget (Russian Federation, interpretative statement 1; Slovenia-European Union, interpretative statement 2; Norway, also on behalf of Switzerland, interpretative statement 3; Azerbaijan, interpretative statement 4; Armenia, interpretative statement 5; United Kingdom, interpretative statement 6).

Presentation by the Secretary General of the Annual Evaluation Report on the Implementation of the 2004 OSCE Action Plan for the Promotion Of Gender Equality. Prior to taking up the agenda, the Chairperson of the Permanent Council welcomed the new Permanent Representative of Moldova to the OSCE, Ambassador Andrei Popov. Presentations on challenges linked to Afghanistan after 2014 by: – H.E. Ambassador Y. Fedotov, Under-Secretary-General of the United Nations, Director-General of the United Nations Office in Vienna (UNOV) and Executive Director of the United Nations Office on Drugs and Crime (UNODC); – H.E. Ambassador J. Kubiš, Special Representative of the United Nations Secretary General for Afghanistan; – H.E. Ambassador M. Pesko, Director of the Office of the Secretary General.

Prior to taking up agenda item 2, the Netherlands called to mind the 298 victims of the tragic crash of Malaysia Airlines flight MH17, which occurred on 17 July 2014 (Australia, Partner for Co-operation, Annex). The Permanent Council adopted Decision No. 1213 on the dates and agenda of the 2016 Economic and Environmental Dimension Implementation Meeting (Russian Federation, interpretative statement).
