OSCE Summer School on security issues for Kyrgyzstan’s civil servants held in Issyk Kul
More than 40 representatives of Kyrgyzstan’s parliament – the Jogorku Kenesh, the government, as well as independent experts took part in the OSCE Summer School on “National interests of the Kyrgyz Republic in the modern geopolitical situation” on 21-24 June 2017. The Summer School, at Issyk Kul, northern Kyrgyzstan, brought together officials who in their daily work are involved in developing the country’s internal and external policies as part of the National Sustainable Strategy to 2040 and the national high-tech project Taza Koom.The Project provides for better public services, business conditions and transparency in the public administration system.
Almaz Nasyrov, the Head of the Academy of Public Administration under the President of Kyrgyzstan highlighted the importance of raising general public awareness about challenges such as extremism and terrorism.
The participants of the Summer School studied the political and legal documents on Kyrgyzstan’s national security, together with the challenges of globalization, religious extremism and terrorism issues, environmental hazards, and natural disaster and emergency situations.
“Effective co-ordination among all state structures on security issues acquires a special meaning against the backdrop of cross-border threats such as radicalization and extremism, unsettled border issues and drug trafficking,” said Valeriu Chiveri, Deputy Head of the OSCE Programme Office in Bishkek. “These issues require establishing a co-ordination mechanism considering the country’s strategic documents as well as Taza Koom priorities.”
At the end of the Summer School the participants provided recommendations on how to train authorized government staff members on security policy issues and proposed issues to be covered during future training courses and lectures at the Academy of Public Administration.
The OSCE Summer School was organized as part of the OSCE Programme Office in Bishkek’s project on strengthening democratic governance and security sector reform in Kyrgyzstan, in a close co-operation with the Academy of Public Administration.
