The second Supplementary Human Dimension Meeting of 2022 will provide a platform for an exchange of views on democratic institutions and the importance of their work to protect and promote the OSCE’s human dimension commitments in times of crisis.
Particularly during times of crisis, national and local institutions are at the forefront of guarding democracy. The first session will therefore focus on how the potential of democratic institutions, from parliaments to local authorities, can be harnessed and contribute to effective crisis prevention and response.
The second session will centre on the right to form, join and participate in public associations. This democratic right has been increasingly curtailed in some OSCE countries, hindering the work of associations and at times even forcing them to close. This session will also emphasize the essential role of civil society in responding to and resolving crises.
The third and final working session will discuss the value of independent, free and pluralistic media for democratic societies and their security, and the fact that while access to reliable information and quality media is important at all times, it becomes crucial in times of crisis.
Participants
Representatives of OSCE participating States, OSCE institutions and OSCE executive structures, representatives of inter-governmental organizations, representatives of civil society, and researchers from the 57 participating States with relevant experience in the topic are encouraged to participate in this SHDM. The Partners for Co-operation are invited to attend and contribute with respect to their co-operation and links with the OSCE in the field.
This meeting will be held in person. Please note that the number of seats at the venue may be limited due to capacity limitations.

Modalities
The modalities of the meeting are set out in accordance with the decision of the Permanent Council (PC.DEC/476, 23 May 2002).
The meeting will start with the opening session, followed by three working sessions and the closing session.
Interpretation will be provided into the six official OSCE languages: English, French, German, Italian, Russian and Spanish.
Side events
Participants can organize side events over the course of the meeting. Such events provide an opportunity for participants to discuss issues that have not been fully covered during the working sessions.
Online booking of side events, available only to registered participants, will re-open on Tuesday, 10 May, at 13:00 CET and close on Thursday, 12 May, at 11:00 CET. All bookings must be submitted during this period, and no bookings will be accepted after the final deadline.
