The annual meeting of the ODIHR Panel of Experts on Freedom of Assembly and Association will take place in Warsaw on the 20 and 21 March 2024.
The Panel provides expert advice, guidance and recommendations to ODIHR when analyzing the compliance of draft and existing laws and practices on freedom of peaceful assembly and freedom of association with international human rights standards and OSCE human dimension commitments and when updating the ODIHR-Venice Commission Guidelines on Freedom of Association. The Panel members come from a variety of backgrounds, including academia, legal professions, assembly policing and civic and human rights activism.
During the annual meeting, the Panel will discuss emerging trends and challenges in exercising the rights to freedom of peaceful assembly and freedom of association in the OSCE region, and elaborate and/or endorse new guidance documents for OSCE participating States on topics not addressed, or addressed only marginally, in the Guidelines. These include the impact of new technologies on the exercise of the right to freedom of peaceful assembly, freedom of association and freedom of peaceful assembly in times of emergency, and the accountability for violations of freedom of peaceful assemblies. The discussion will inform a potential future update of the Guidelines.
The UN Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association will attend the meeting as an observer.
