Japan attends its first Committee of Senior Officials meeting
The Chairman-in-Office welcomed the representative of Japan, who - in accordance with the Helsinki Document 1992 - was attending the Committee's regular meeting for the first time.
Concluding Act of the Negotiation on Personnel Strength of Conventional Armed Forces in Europe (CFE-1A agreement)
After the conclusion of the CFE Treaty (5 June 1992), new negotiations were launched regarding the personnel strength of armed forces. They led to the CFE-1A agreement.
Treaty on Open Skies signed by 26 participating States
At the Helsinki Summit, Heads of State or Government welcomed the signature of the Treaty on Open Skies by 26 participating States and adopted the Declaration on the Treaty on Open Skies, which can be found in the Summit document The Challenges of Change.
At the second Helsinki Summit, the Heads of State or Government declared the CSCE to be a regional arrangement in the sense of Chapter VIII of the United Nations Charter.
End of the CSCE Fourth Follow-up Meeting in Helsinki
With the end of the Helsinki Fourth Follow-up Meeting of the CSCE, the Helsinki Summit (9 and 10 July 1992) document The Challenges of Change was completed.
Serbia and Montenegro suspended as a participating State
At the 13th meeting of the Committee of Senior Officials, participating States suspended Yugoslavia (Serbia and Montenegro) from the CSCE, barring it from participating in the 9 July 1992 Helsinki Summit.
1st Annual Session of the OSCE Parliamentary Assembly
At its First Annual Session, the OSCE Parliamentary Assembly accepted the Danish Parliament's invitation to establish an International Secretariat in Copenhagen. Denmark agreed to provide full international diplomatic status, privileges and immunities.
