The fourth and last Meeting of Experts on Peaceful Settlement of Disputes took place in Geneva from 12-23 October, ending with the adoption of a Convention on Conciliation and Arbitration.
The Convention was integrated into the Stockholm Ministerial Council Document in December 1992. Participating States also adopted measures to enhance the Valletta Provisions.
The Valletta Mechanism, established during the Meeting of Experts in 1991, outlines provisions for an OSCE dispute settlement mechanism aimed at facilitating the peaceful settlement of disputes between participating States.
The Mechanism consists of one or more persons, selected from a register of qualified candidates, who will seek contact with the parties to the dispute, separately or jointly. They may offer general or specific comment or advice that is, however, not binding on the parties.
