The OSCE Mission to Montenegro is implementing a project aimed at building the capacity of the Montenegrin Police Negotiation Team in order to enable successful and peaceful resolution of various types of possible critical incidents. Under this project, the Mission will donate to the Police Directorate a Phone Negotiation System to be used by the Negotiator, Tactical Response Team and Command Staff for the safe and successful resolution of hostage, barricade, standoff, suicide, or similar critical incidents.
The second activity of this project is a seminar on Guidelines for the Work of the Police Negotiation Team, to be organized for 16 high level police officers: 8 Chiefs of Police Field Stations, the Head of Border Police Sector, the Commander of the Special Anti-Terrorism Unit, the Negotiator and a representative of the VIP Protection Sector of the Police Directorate.
The seminar will raise the awareness of the participants about the purpose of the actions taken by negotiators, negotiation processes, and command of critical incidents, as law enforcement has to exhaust all means available prior to launching a tactical resolution to an incident. Three negotiators from the Slovenian, Croatian and Serbian police will share their experience and the best practices in this area.
The Head of the OSCE Mission to Montenegro, Ambassador Šarunas Adomavičius, will hand the equipment to Mr Veselin Veljović, the Director of the Police Directorate, and both of them will address the participants on December 1.
