OSCE-supported regional conference in Montenegro focuses on fight against cybercrime
Exchanging experiences and best practices in the fight against cybercrime was the aim of an OSCE-supported regional conference for practitioners held on November 18-19 in Pržno, Budva, Montenegro.
The conference, co-organized by the OSCE Mission to Montenegro, the US Embassy in Montenegro and the Judicial Training Centre of Montenegro, gathered 50 practitioners working in the field of countering cybercrime from different OSCE participating States and the OSCE Secretariat. Judges, law enforcement officials, prosecutors, private sector practitioners, academics, and members of computer emergency response teams discussed ways to improve co-operation at the regional and global levels.
“Cybercrime uses cyberspace and does not recognize the borders. It is transnational, therefore the countering measures should be as well,” said Guy Vinet, Head of the Strategic Police Matters Unit of the OSCE Secretariat.
The US Ambassador to Montenegro Margaret Ann Uyehara noted that the Internet has connected the world to an unimaginable extent and linked people in ways never thought possible. “But, it has also created space for new forms of crime, and of course, new challenges for all of you.”
Deputy Head of the OSCE Mission in Montenegro Dan Redford noted that common actions in combatting this issue perfectly align with the main principles of the OSCE’s Resolution on Cyber Security, to which all 57 OSCE participating States have committed themselves.
Saša Rakočević, Deputy Head of the Criminal Police, said that the Montenegrin Interior Ministry was working on improving administrative and technical capacities in the fight against cybercrime and highlighted the importance of knowledge gained from regional initiatives.
The participants also discussed violence against children, risks associated with social networks, money laundering, terrorism and incitement, and human trafficking, while experts exchanged views on developing legislation and shared specific cases and experiences.
