OSCE Mission to Montenegro-supported workshop on development of Police human resources management strategy held in Kolasin
The OSCE Mission to Montenegro, jointly with the Norwegian Centre for Integrity in the Defence Sector (CIDS) and the representatives of the Internal Affairs Ministry/Police Directorate, held a workshop to discuss the first draft of the 2019-2024 Police Human Resources Management Strategy on 9 and 10 May 2018 in Kolasin.
The workshop, led by two CIDS experts from Serbia, Aleksandra Rabrenovic and Zorica Vukacinovic Radojcic, provided an opportunity for 15 participants to start discussions on the strengthening of the human resource management in the police; the improvement of human resources planning and the police education system; ways of employing high-quality candidates and the introduction of a merit-based system. The improvement of the system of professional development, strengthening integrity and gender equality was also discussed.
As stressed by the Mission and CIDS representatives, the Strategy and subsequently the Action Plan for the two-year period from 2019 to2020 will be key policy papers for strengthening the further professionalization and development of the police. They need to reflect the vision, priorities and needs of the Interior Ministry/Police and therefore have to be developed in such way that they include indicators that effectively measure the results to be achieved.
Follow-up meetings will be held in Podgorica on 12 and 13 June and 3 and 4 July. The Interior Ministry will subsequently organize a public debate on the draft Strategy and the Action Plan in early September, aiming to adopt the final document by the end of the year.
