Montenegro Parliament receives OSCE support in developing pool of staff trainers
The OSCE Mission to Montenegro, in co-operation with the Department for Human Resources of the Parliament of Montenegro, facilitated the final session of a train-the-trainers workshop for 11 parliamentary staff on 8-9 May 2018. The training seminar focused on principles of managing change, developing vision statements and project goals, adult learning principles and modern tools to support change in the working environment.
This is a continuation of the work that the Mission has been engaged in with the Parliament in order to enhance the skills and capacities of their staff. Last year, the Mission worked with parliamentary staff to address organizational issues and to develop a systematic approach to managing the constantly changing environment within the Parliament. This year, in close consultation with the Parliament’s Secretary General, the Mission developed a five-day intensive training, designed to develop a pool of trainers who can carry on independently internal training and coaching of staff.
The final session provided an opportunity for participants to demonstrate their training skills and pilot materials developed to support their trainings, mentored by their trainers. At the close of the session, participants reported that they have the skills and confidence to be leaders within their organization, motivate their peers and transfer their skills and knowledge to their colleagues.
Strengthening parliamentary services is important for the development of the entire institution, especially as they represent the institutional memory of the Parliament and provide ongoing institutional support to the elected members of Parliament.
