OSCE supports parliament of Montenegro in developing pool of staff trainers
From 12 to 14 April, the OSCE Mission to Montenegro, in co-operation with the Department for Human Resources of the Parliament of Montenegro, facilitated the first train-the-trainers workshop for 11 parliamentary staff on principles of managing change, developing vision statements and project goals, adult learning principles and modern tools to support changes in the working environment.
This is a continuation of work that the Mission has been engaged in with the parliament to enhance the skills and capacity of their staff. Last year, the Mission worked with the parliamentary staff to address organizational issues and to develop a systematic approach to managing the constantly changing environment within the parliament.
This year, in close consultation with the Secretary General of the parliament, the Mission developed a two-part series of train-the-trainer sessions aimed at ensuring the sustainability of ongoing staff training on management skills within the parliament by establishing a pool of trainers who can continue internal training and coaching of staff independently.
The next training sessions will be an opportunity for the participants to enhance and demonstrate their training skills and pilot materials developed to support their trainings, mentored by their trainers. At the end of the programme, the participants will have the skills and confidence to be leaders of change in their organization, able to motivate their peers and to transfer skills and knowledge.
Strengthening the parliamentary services is important for the development of the entire institution, especially as they represent the institutional memory of the parliament and provide ongoing institutional support to the elected Members of Parliament.
