OSCE Mission to Montenegro assists State Election Commission in developing an operational plan for presidential elections

Ahead of the busy election year with presidential and a number of local elections in the spring, the OSCE Mission to Montenegro is providing technical assistance to the country’s State Election Commission (SEC) and Municipal Election Commissions (MEC) to support the development of an Election Operational Plan - an essential tool in managing the upcoming presidential election, which is scheduled for 15 April 2018.
The Mission, in close collaboration with the SEC, gathered about 40 SEC members, representatives of the MECs and other staff members for a two-day workshop to develop the draft for the 2018 Presidential Elections Operational Plan. The workshop intended to assist the SEC in identifying all tasks relevant to the forthcoming presidential election, to aid in prioritizing various activities and tasks, to envisage inter-dependencies between them, to develop integrated timeframes for the completion of all those activities and to assign responsibilities to specific individuals. The ultimate goal is to develop and design the Election Operational Plan (EOP) for the SEC, which will serve as a guide for the SEC and MECs for a structured and efficient implementation of 2018 presidential elections.
This activity is part of the Mission’s project on providing technical assistance to the country’s SEC. It is organized within the framework of a memorandum of understanding signed with the SEC on 5 May 2016 with the aim to support the development of the Commission in line with international best practices, in order to strengthen their capacities to administer elections.
