PRISTINA, 30 October 2003 - The OSCE Mission in Kosovo today welcomed the approval by the Central Election Commission (CEC) of Adnan Merovci and Bogoljub Staletovic as chief executive officer and his deputy, respectively, of its permanent Secretariat.
The CEC Secretariat is an independent and technical body, which will play a crucial role in the preparations for transparent and efficient elections.
"We welcome the approval of the leadership for the CEC Secretariat, which represents the building of a permanent institution," said Ambassador Pascal Fieschi, the Head of the OSCE Mission. "I look forward to an efficient and effective partnership between the CEC, the Secretariat and the OSCE Mission's Elections Department as we prepare for the 2004 election."
Mr. Merovci, Chief Executive Officer, has several previous work experiences supervising a large numbers of staff and operations of an organization, including Kosovo's Post and Telecom and the Italian Institute for Foreign Trade.
Mr. Staletovic, Deputy Chief Executive Officer, is knowledgeable of the technical aspects of the election processes. He served on the Election Complaints and Appeals sub-Commission for both the 2001 and 2002 elections in Kosovo, which were both organized by the OSCE Mission.
The CEC also approved a further five permanent staff members to work in the Secretariat. Recruitment of the remaining seven permanent staff positions continues. The members of the Secretariat will undergo a period of training and professional development over the coming months.
Local institutions will gradually take over the local level administration of the election process in the future. The OSCE, as part of its institution-building mandate, is working to ensure the sustainability of bodies set up to administer elections in Kosovo at the central and municipal level.
