Political entities fined for lack of financial disclosure in Kosovo

PRISTINA, 21 October 2002 - Fifteen political entities have been fined for not disclosing information on their party finances. The decisions were taken by Kosovo's Election Complaints and Appeals sub-Commission (ECAC). The fines for each entity were set according to the severity of the failure to comply with the financial disclosure requirement.
Financial disclosure reports are to ensure that the political entities of Kosovo running in the Municipal Elections are committed to transparency, an essential value in democratic societies. Political entities must demonstrate to the public how funds are raised and spent, particularly in an electoral campaign.
In determining each fine, the ECAC considered the number of branch offices for which a party had failed to submit a financial report and if a party had previous electoral experience in Kosovo.
As part of this first disclosure, a list of donors to the political entities for the three months prior to the election campaign is now public. The complete lists are available to the public at OMIK Headquarters in Pristina in the offices of Political Party Services.
