PRISTINA, 24 June 2002 - The OSCE Mission in Kosovo has launched a special website for all potential voters residing outside of Kosovo, to give people the opportunity to register and participate as a voter in the 26 October municipal elections.
The "Out of Kosovo Voting 2002" website provides information to help an individual determine their eligibility to register as a voter in Kosovo. This site is in English, Albanian, Serbian and Turkish.
The deadline for applications to be returned to the OSCE is 11 August, prior to the end of the voter services period in Kosovo. Potential voters are asked to send applications and supporting documents as soon as possible to determine if a person meets voter eligibility requirements.
The OSCE's By-Mail Operations (BMO) reaches out to people in nearly 40 countries around the world. To date, nearly 80,000 applications have been mailed to potential voters, and applications will be sent to all persons, groups and institutions that request them from the OSCE.
By-mail voters must meet the same eligibility requirements for civil registration, as all other voters in and outside Kosovo. Potential voters must also prove that they left Kosovo on or after 1 January 1998 to be able to vote.
A person who successfully registered as a by-mail voter in 2001 will receive a renewal application. A voter must send back the application to the OSCE with proof of their identity and address to be registered to vote on 26 October. Once fulfilling this criteria, an applicant will receive a ballot through the mail.
A person who tried to register in 2001 but could not prove his or her eligibility will also be sent an application and be given the opportunity to reapply. Last year, a number of potential voters lost their chance to vote by not sending in documents to support their application before the deadline.
The website will include all information and applications for these two groups and for all others who did not successfully register prior or did not apply. The OSCE has also set up an information helpline to answer all inquires.
