Deadline approaches for political entity certification in Kosovo

PRISTINA, 24 June 2002 - The first deadline is fast approaching for Kosovo's political parties, coalitions, citizens' initiatives and independent candidates to ensure their participation in the municipal elections on 26 October.
Political entities must submit their certification applications to the OSCE by 17:30 on Monday, 1 July, or they will risk losing the opportunity to run in the elections. This deadline will not be extended. Late applications will be submitted to the Elections Complaints and Appeals sub-Commission (ECAC) to determine if the application should be accepted or not.
The ground rules for all political entities are laid out in Electoral Rule 4/2002. The OSCE will begin to verify only those certification applications that are fully completed. Each entity must submit:
The certification period, as set by the Central Election Commission (CEC), began on 3 June. To date, 55 political entities have picked up applications, including 31 political parties, 1 coalition, 13 citizens' initiatives, and 10 independent candidates, representing all of Kosovo's communities. A number have expressed interest to run candidates in all municipalities, and some will concentrate their efforts in particular municipalities where their support exists. While not all entities will participate in the elections, those who do must submit certification applications in full by 1 July.
This is the first of many electoral deadlines that political entities will need to meet, and compliance will set a positive example to voters of the continued democratic developments in Kosovo.

- A signed statement that the entity will abide by the Code of Conduct;
- The name of authorised contact persons, specifically in financial matters;
- 100 valid signatures of support in each municipality in which they are contesting;
- 100 euros deposit for each municipality in which they are contesting;
- A 150-word policy statement.
