OSCE awards first diplomas to Kosovo civil service staff

PRISTINA, 16 March 2001 - A group of senior local staff from the central departments of the Kosovo Joint Interim Administrative Structure will be presented with diplomas today after taking part in their first training course at the OSCE Mission in Kosovo's Institute of Civil Administration (ICA).
The group has just completed a six-week programme at the Ferizaj/Urosevac-based Institute.
Those who will receive their diplomas today currently work in the departments of reconstruction, public services, youth and employment. Most worked in public administration before 1989. After such a long gap since they were last employed in the civil service, their skills and knowledge need to be updated and upgraded. The aim of the course was to help them do just that by providing a comprehensive introduction to the core skills required of modern public sector managers.
The training, which covers, economics, public finance, public management, human resources and conflict resolution, presents the participants with new ideas, theories and ways of approaching their work. During the course, for example, they examined modern approaches to managing Kosovo's public sector - concentrating specifically on leadership, communication and motivational skills.
The ICA was established by the OSCE to provide training for members of Kosovo's civil service. Its goal is to professionalize the public sector, which is undergoing major re-organisation and reform. In doing so, it hopes to move it towards modern European standards of government, based on the rule of law, provision of good quality services and efficient management.
