Kosovo Municipal Assembly officials head to Norway for training

PRISTINA, 16 March 2001 - Officials from Kosovo's municipal assemblies head to Norway this weekend for a specially organized training course facilitated by the OSCE Mission in Kosovo.
A total of 26 chief executive officers (CEOs) take part in the five-day programme, which will take place in the Norwegian capital, Oslo, from Monday 19 March until Friday 23 March.
The course forms part of a comprehensive series of training programmes being co-ordinated by the OSCE-run Institute of Civil Administration (ICA) aimed at assisting the new local government structures.
This latest training programme is being organized by the Norwegian Association of Local and Regional Authorities and is funded by the Norwegian Department of Foreign Affairs.
The chief executive officers will focus on a number of key issues. As well as looking in detail at the functions of a CEO, the participants will also examine the important distinction between politics and administration in local government.
The OSCE has ensured that the programme provides as much time as possible for the representatives from Kosovo to meet and ask questions of their Norwegian counterparts.
The chief executive officers, who are appointed by the elected members of their respective local assemblies, have a vital administrative role to play in the new municipal structures. Essentially, their job is to ensure the smooth functioning of the assembly's day to day affairs.
They are responsible for the efficient management of the financial affairs of the municipality, keeping a record of all the assembly's meetings, and the appointment of municipal employees.
The group leaves for Norway this Saturday, 17 March and will return to Kosovo on 24 March.
The ICA was established by the OSCE to provide training for members of Kosovo's public sector. Its long-term goal is to develop the professionalism of the civil service and move it towards modern European standards of government based on the rule of law, service-orientation and efficient management.
