Kosovo broadcasters to receive frequency changes

PRISTINA, 1 November 2000 - The OSCE Office of the Temporary Media Commissioner in Kosovo reminds all broadcasters currently in possession of a Temporary Operating Permit that they are eligible for a regular licence to broadcast in accordance with the new frequency plan for Kosovo.
This plan, promulgated in Public Announcement No. 2000/ 4, will eliminate interference problems currently being experienced by many operators. However, the plan will require the vast majority of broadcasters to change to a new operating frequency.
In order to implement the necessary changes, broadcasters in possession of a Temporary Operating Permit are invited to visit the office of the Temporary Media Commissioner between Monday, 6 November, and Thursday, 9 November 2000, in order to collect their new frequencies and receive detailed instructions on the frequency change.
Provisionally, all currently licensed broadcasters will be required to change to the new frequencies on Thursday, 16 November, at 00:15 hrs. With this in mind, all current Special Broadcast Authorizations will be extended until this date.
A frequency change hotline will be established from 10 November through to and including 21 November 2000, to provide technical assistance and further advice. The hotline number is 038/518 055 ext. 226.
Only owners, directors or editors-in-chief of authorized stations will be eligible to collect and sign for their newly allocated frequencies.
New applicants and broadcasters without a Special Broadcast Authorization will be able to apply for a limited number of unassigned frequencies. These frequencies will be announced publicly on 16 November 2000 and will be allocated to the operator who is adjudged as having submitted the most professional application. The adjudication will be carried out following competitive public hearings, the dates of which will be published in due course.
Candidates are invited to collect the appropriate application form from the Office of the Temporary Media Commissioner on 17 November 2000.
