Voting program for those living outside Kosovo

VIENNA, 22 September 2000 - More than 38,000 voters packs are being mailed to people who currently live outside Kosovo and were registered by the International Organization for Migration to vote in the 28 October municipal elections. All voter packs are being sent from Bamberg, Germany, where they were printed. The Out-of-Kosovo Voting Programme is being co-ordinated by the International Organization for Migration.
Each voters pack includes a ballot, ballot secrecy envelope, a list of names of the certified political parties, coalitions, citizens' initiatives and independent candidates, instructions how to complete the ballot and a return envelope.
Upon the receipt of these voters' packs, those registered to participate in the upcoming municipal elections in Kosovo will be able to vote by mail from the 34 countries covered by the programme.
In order to have their votes accepted, Out of Kosovo voters are requested to enclose their ballots in the ballot secrecy envelope, which is to be put in the return envelope together with the voters registration receipt, and mail them back to the address pre-printed on the return envelope. The return envelopes are to be received by the IOM by Saturday, 28 October.
On the elections day, the IOM-Out of Kosovo Vote Co-ordination Office in Vienna will check validity of the registration receipts, sort the sealed ballot envelopes by municipalities and, under protection of police guard, forward the ballots to Pristina for counting.
