Election campaign spending limits in Kosovo

PRISTINA, 18 September 2000 - The Central Election Commission has set the campaign spending limits for the 30 municipalities in Kosovo, based on the provisional figures of registered voters. The main election regulatory body has also issued rules governing how finance and spending disclosure reports, which all certified political entities are required to submit, will be made accessible to the media and the general public.
Electoral Rule No. 2000/12 on Campaign Finance Disclosure and Spending Limits imposes a campaign spending limit of 1DEM per voter in the municipality in which the political party, coalition, citizens initiative or independent candidate is running for office. The cap on campaign spending, which is based on rounded-off provisional voter figures, applies during the 45 days in the run-up to election day.
The campaign spending limits range from a high of 112,000 DEM in Pristina municipality to a low of 2,000 DEM in the five municipalities where less than 2,000 voters registered: Novo Berde, Leposavic, Strpce, Zubin Potok and Zvecan.
Due to the constraints under which the political entities are working, the Central Election Commission also decided to extend the deadline by which they must file their first financial disclosure report. Under the same Electoral Rule, the entities had until 15 September to have submitted income statements covering the period from 1 April to 31 August 2000. This deadline has now been extended one week, until 22 September 2000.
In addition, the Central Election Commission decided to make the disclosure reports available to the media and the public. A walk-in Financial Disclosure Centre, where media and the general public may view the reports, will be open every Tuesday and Thursday morning, from 10:00 to 11:00 at the OSCE Election Building in Pristina. Those who cannot visit the walk-in centre during these times may make an appointment with Political Party Services to review the records.
